From Consumer Reports (September 14), "How You Will Know If a Coronavirus Vaccine Is Safe and Effective":

This is of particular interest, I think:

While itís possible that one of the vaccine candidates thatís currently or about to be in phase three trials will be safe and effective enough to distribute, it may be that one of the later candidates works better, according to Offit [an attending physician in the division of infectious diseases at Childrenís Hospital of Philadelphia and director of the Vaccine Education Center].

It sounds as if a vaccine could be distributed before  phase 3 trials have been completed, and yet the phase 3 trials are very important--and must take time.
